Los Angeles shares Pacific Time with San Francisco, Seattle and Las Vegas. It is three hours behind New York all year, so West Coast staff joining an East Coast 9:00 meeting have to be online at 6:00.
California voters approved permanent daylight time in principle in 2018, but federal law does not allow a state to stay on summer time all year, so Los Angeles still changes clocks twice a year. Arizona, next door, does not observe DST at all, which makes Phoenix match Los Angeles in summer and Denver in winter.
Delhi is 12h30 ahead of Los Angeles during PDT and 13h30 ahead during PST. That nearly flips the day: 20:00 in LA is 8:30 or 9:30 the next morning in India. Many LA companies with Indian teams hold calls in the late evening Pacific time.
For Tokyo and Singapore, evening in LA meets the next morning in Asia. London is eight hours ahead, so only the early LA morning overlaps with the UK afternoon. Summer sunsets in LA come around 20:08 at their latest.
